devel/py-expect vs lang/tcl-expect

Looking at the Makefile for py-expect it seems to have a depenedncy on  lang/tcl-expect, but the build is perfectly happy without having the  tcl-expect package installed.

Indeed, grepping throug
h my build log of py-expect doesn't seem to have  _any_ occurrences of the string 'tcl'

Can someone explain how this works?
