Currently pretty much identical logic to pbulk:

  https://github.com/NetBSD/pkgsrc/blob/trunk/pkgtools/pbulk/files/pbulk/scripts/pkg-up-to-date

i.e.:

  * if a binary package does not yet exist, or
  * if any of the files from 'pkg_info -qb' are different, or
  * if any of its dependencies are newer

then the package is (re)built.
