I didn't see the includes at the end of locore.s.  FASTER_NOP is used in
isa/vector.s.  I still can't find NOP being used anywhere.

It's still not clear to me what DUMMY_NOPS does.  Could this possibly be
causing my problems with the Compaq Aero?
