Yes, there is a bug in 1.3 that causes this behaviour when a sound card looks
both like an SN and a WSS.  Boot without the sound card and
build a kernel with only one of the drivers.
We have support for the chip you have got so you might try this config line
  wss0 at isa? port 0x530 irq 10 drq 0 flags 1
