A quick answer that doesn't directly answer your question - use pkgsrc.
Then the manpages will be put in a "standard" location:

 mona:~ 161> man -w samba
 /usr/pkg/man/man7/samba.7

pkgsrc would be why /usr/pkg/man would be in /etc/man.conf.
