I think keeping /etc small and simple, and having one right way to do any given thing, is more important (much more important in the long run) than making it slightly easier to install canned cron scripts from packages. This is predicated on the assumption that it's easier for a human to handle one moderately large structured file than a lot of little tiny files, but I believe this to be reasonable.
