Pull up following revision(s) (requested by riastradh in ticket #965):

        sys/dev/usb/if_url.c: revision 1.98

url(4): uint32_t for 32-bit hash so h>>31 becomes 0/1, not +1/-1.

Should avoid buffer overrun in PR 58382.
