The special handling has been introduced in Makefile 1.53, for those who
are interested in history.
May I change it?
Yes, I believe that's fine. In other words, just remove the special
handling for NetBSD and let the OpenSSL package use the standard
defaults that all other platforms use.
I thought this had been done some years ago, but I see it was just in
some local changes I never committed.
