It doesn't have to, but it makes things a lot easier if the package name
can be related to the PKGPATH and vice versa. Having Python modules use
a consistent naming for the directories greatly simplifies looking for
them. Do you know how long I had to look for Ruby on Rails because it
doesn't follow such rules? :-)
