I'd also strongly recommend thinking further ahead as well.  All the
listed options are stopgaps at best; it seems overwhelmingly likely to
me that it will continue to grow, and moving things out of base will
help for only so long.

I don't know what a more permanent fix would look like.  But if it were
my responsibility, I'd consider it high priority to figure it out.
