There is not one universal protectionist tariff. There are individually determined retaliatory tariffs at levels proportional to a specific nation's barriers (tariffs and other mechanisms) to US trade. Each individual tariff subject to independent negotiation.

You asserted it was not a universal protectionist tariff and I cited the Whitehouse saying that is exactly what they were.
I suppose someone can take issue with the protectionist part. People can have different subjective assessments about the reasons for them however Trump himself has consistently and repeatedly justified his tariffs in the context of bringing back manufacturing so in my view the argument they are not intended to be protectionist is a load of BS.

They are not really universal. Their end is individually negotiable.

That is one part. Overall there is addressing barriers of all kinds. Some increase in US manufacturing is a side effect of eliminating barriers.
What is an objective fact is the imposition of the universal tariff itself. This can't be waved away.

Will impose an individualized Higher tariff means the individualized tariffs are in **addition** to the universal tariff imposed on "all countries".
Again, above, that base 10% is part of individual negotiations.
