By the way, the law is called the "Basic Speed Law" and every state has one. Here is California's [ca.gov].

It sounds like the car did anticipate children in the area. The summary says it was traveling at 17 miles per hour (or around 25 km/h) which is the speed limit in many North American school areas. It's much slower than the normal speed limit in typical towns/redidential areas. That's pretty slow, like slow cruising speed on a bicycle slow.
