No it didn't, Windows really did bring the personal computer into the consumer homes. You can hate Gates and Microsoft all you want, but it was because if them that PC's got cheaper and much more software as Windows did open up way more than MacOS, AtariOS or workbench ever did at that time.

Your story is that forcing almost every personal computer sold in the US to have a shitty OS like DOS, then subsequently Windows on it at the time of sale, thereby eliminating competition and keeping actually skilled software developers from designing solid operating systems for them, when better alternatives already existed, is a good thing.
