Add Support to Bypass Approval of Comments for Admins

Describe the bug
Currently when a user posts a comment an admin has to approve it. This even applies to admins which doesn't make sense. We need to make sure when admins post a comment that is directly posted.

To Reproduce

  1. Login as an Admin
  2. Add a comment to a video
