Explain why delete icons are disabled on the staging_workflows#edit page (mobile)

Issue Description

On the staging_workflows#edit page, the delete icons are disabled whenever a staging project has at least one staged request. This is the expected behavior. On desktop, hovering on the delete icons display the reason This project can not be deleted because it has staged requests, which is the title set on those icons.
