When map.fitBounds(...) is called with a bearing option passed in, it seems like the bearing is not taken into the account on calculating the appropriate zoom, resulting in part of the bounded area to not be in view.

map.fitBounds(...) wiA PR for this was initially opened here but the change was rolled back since it required a few more changes outside the scope of the PR (CesiumGS/cesium#9063 (comment)).
I believe this is all the changes required:
