A generic modal for rate limit warnings was added in forem/forem#11102. It would be idea if all places in Forem that warned a user about rate limits used that model.

Start with app/services/rate_limit_checker.rb and trace back paths from there. Some examples:

• creating too many reactions too quickly
• updating an article or

With firstcontributions/first-contributions#32256, We've moved assets we need in our tutorials to https://github.com/firstcontributions/assets. Now we should use them.

This should be done in small, maximally isolated PRs: no more than a few files updated per PR so that we can slowly review and phase these in over time. Community contributions appreciated!

Electron Apps has collected a great deal of apps over the years. However, many apps are now broken or no longer working, and thus should be removed from our directories. As part of Hacktoberfest, we'd like to clean up some of those apps.

Describe the bug

When someone reports a proposal and an administrator decide to hide this one, the proposal is still exported in Open Data and admin proposals exports.

To Reproduce
Steps to reproduce the behavior:

1. Report a proposal
2. As administrator, hide this proposal
3. Export proposals with open data and proposals export in administration side
