As a followup to rails/rails#41722 we need a linter to make sure that any new code going into rails/rails fails a rubocop rule if it does not use OpenSSL::Digest and instead uses Digest.

Since iOS has changed its cookie policy named as INTELLIGENT TRACKING PREVENTION (see risetechnologies/cookieTest#2 (comment) for a brief explanation) cookies set by the server are not being taken into account anymore (also see https://forums.meteor.com/t/sticky-session-using-cookies-and-cordova/44419/9).

Looks like a easy fix in the following line, just make it always quote the parameter

It may be a specific request but since there is a zip file handler for Android, doesn't hurt to ask for a desktop (maybe multiple backends?) implementation.

I would like to try that in the future but if anyone has time before feel free to do it.
