Proposed refactor

The current import time for the pytorch_lightning package on my machine is several seconds. There are some opportunities to improve this.

Motivation

High import times have an impact on the development and debugging speed.

Benchmark

I benchmarked the import time in two environments:

1. Fresh environment with pytorch lightning installed, no extras.

Current chunk manager didn't accept ctx for timeout and tracing control.

We support toml as params file. There are a few issues with our current toml parsing:

1. We use toml library, which is not toml 1.0 standard compatible. Also, the library is not being actively maintained.
2. toml dumping does not preserve existing formatting.

We currently have read and write capabilities but do not support deleting. We could add a few calls like delete delete_all and some recursive way of deleting.
