From 1933 through 1945, after New York was apportioned two extra seats in the United States House of Representatives, the state elected those two seats At-large, instead of from districts. For the 79th United States Congress, which began in 1945, the state redistricted its seats and assigned its 45 representatives to 45 seats, thereby eliminating At-large representation.
