This bot account is the on-wiki side of the IRC bot Helpmebot. A number of the bot's commands require the apihighlimits right in order to give a response in a reasonable time.
Additionally, while this bot makes no logged edits, it does use Special:UrlShortener, which is not publicly logged (but is the reason the bot has GIPBE.
