Most requests are not granted - it takes a lot to get on the blacklist so it is unusual for a link that's high quality and can't be replaced to make it on. But sometimes there are inappropriate listings and other times it's appropriate to make an exception. It can be an interesting way to learn about some of Wikipedia's guidelines and policies too.
