Meanwhile, this article does provide a citation for the empire reaching it's greatest extent under Trajan with Bennett (1997). The claim makes sense as well. Trajan invaded the Parthian Empire as far as the Persian Gulf where modern day Kuwait exists. There is no source in this article that refutes Bennett's claim.
