Turner is talking about the Nazi rise to power before 1933 (and only the Nazis, not fascism in general), while the rest of the paragraph was talking about fascist governments (i.e. after Hitler was already in power, in Germany's case). There is no contradiction between Turner and the other sources, and Turner's point is much more qualified than this sentence made it seem.undo
