== Mandate ==


# Initiate a federal and democratic system of governance that reflects the character of South Sudan in its various institutions that taken together, guarantees good governance, constitutionalism and rule of law, human rights, gender equality and affirmative action. == Objectives ==

# To establish a functioning and effective Ministry of Federal Affairs that is able to transition South Sudan to a federal system of government as called for in the R-ARCSS.

# To work closely with line ministries, among others the Ministry of Justice and Constitutional Affairs and the Council of States to ensure that the principles of federalism are enshrined in the permanent constitution to bring about lasting peace and promote unity and diversity.

# To advocate for development of mechanisms and policies that strengthen relations between/among nationals, states, local government and the people.

# To advocate all levels of state, local and national government have the necessary capacities and more resources to function effectively to serve the people of South Sudan in their respective geographical constituent units.

# To work closely in areas related to the Public Finance and Economic Management in developing formulae and policies regarding revenue allocation in line with the spirit of devolution of powers and resources to the states, counties, payams and bomas.


== Functions of the Ministry ==

1. Research, Monitoring-Evaluation-Learning


* Commission and coordinate comprehensive research on the federal and democratic system of governance, devolution of powers to the states and counties and their respective capacities as well as sharing of wealth, revenue and natural resources and its applications under the conditions of South Sudan with the aim of maintaining peace and ensuring unity in diversity.

* Commission studies and coordinate the public opinion/response, adoption, and feedback concerning all the aspects of federalism.

* Work with relevant financial institutions of the government of South Sudan to develop a comprehensive formulae and procedure for sharing a natural resource wealth of South Sudan between management systems in a federal setting to propel equitable development in the constituent political units.


2. Coordination, Facilitation and Outreach


* Develop effective policy, guides, and mechanisms of addressing intra and intra-state conflicts that emerge due to exercise of concurrent powers and resource sharing as a means of ensuring peace peace and stability, national unity and equitable development in various levels of government of South Sudan.

* Initiate and coordinate national conversation/dialogue on precept of federalism through meetings and public debate at county, state and national conferences to create common understanding, peace, stability, national unity and equitable development in way of its implementation in South Sudan.

* Mobilize resources and coordinate with development partners to develop and strengthen capacity at states and local government administration.


3. Participation in the Permanent Constitutional Development.


* Initiate the process and establishment of a federal (political, administrative and fiscal) and democratic system of government that reflect the character of South Sudan in its various institutions that guarantee good governance and constitutionalism.

* Participate effectively in all the stages of the constitution making processes as well as advice the R-TGoNU on he best ways of establishing and implementing a federal system of governance in relation to different levels of government.

The Ministry of Federal Affairs of the Republic of South Sudan is a cabinet-level government ministry in the Transitional Government of National Unity (R-TGoNU), established to coordinate and facilitate enshrinement of federalism in the permanent constitution of the Republic of South Sudan.[1]

The incumbent Minister of Federal Affairs is Lasuba L. Wongo.
