'William Joseph Coyne (born August 24, 1936) was Democratic member of the U.S. House of Representatives from Pennsylvania.

Bill coyne was born in Pittsburgh, PA. He graduated from Central Catholic High Schoolin1954, and received a BS in accounting from Robert Morris College. He served for two years in the United States Army. From 1970to1972 he was member of the Pennsylvania State Legislature, and a member of the Pittsburgh, PA, city council, 1974-1980.

He was elected to Congress in 1980 and served until January 3, 2003. In 2002, Coyne's district was combined with the district of Michael F. Doyle. Coyne retired in 2002, thus avoiding the possibility of two Democratic incumbents facing each other in the primary elections.
