Since only the total of a sale is rounded, it doesn't increase all prices and penny pinchern can game the system, if they like.
This works fine in those European countries that have dropped the Euro-cent coin years ago..

Most sane countries sales tax is include in the price, just like tipping is optional since the price of the meal includes paying the waiting staff a reasonable wage.

It's not sane. It's a way for those countries' politicians to hide how much tax you're paying in the price. If the tax is not visible, consumers are more likely to blame big corporations than they are the politicians.

And the USA is not one of those sane countries, sadly.
Florida has a 6% sales tax, but Orlando/Orange County has a 6.5% sales tax.
The county to the north, the populous Seminole County, it's 7.0%
And in the growing but still basically empty Osceola County, it's 7.5%
For those (like me) who only use credit, it's no big deal, but it can be a huge surprise when you pay cash with only paper, and get back a yooj handful of coins.
