Which retailers obviously will round up to, not down, increasing the price of every item by 2.49999 cents on average.
Just more government nonsense that ends up making stuff more expensive, in other words: a tax.

That's exactly how it works already for many years in mamy countries, even before they ditches the 1 cents coin, as for most retailers that was easier amd cheaper then to have 1 cents in store (as it also costs money to buy a role of coins). Round to 5 cents, sometimes it's in favor of the customer, and sometimes in favor of the retailer.
But let's not forget, for digital payments the exact payment still exists. And the x.99 is a psychological reason, as it seems cheaper as the upper rounding number, and ar
