So what happens when some dipshit on a bike or e-bike pulls out in front of a car causing them to swerve and hit someone else, and said dipshit just takes off?
Any vehicle that operates on public roads should be required to have some sort of identification tag and require licensure and insurance. Don't like it? Then keep your shit in your driveway.

This. I ride my bicycle when weather permits but I recognize that most people, whether they're driving a car or riding a bike, are completely oblivious morons. Yeah, a bike hitting your car isn't going to do much to your car. The problem is when some idiot on a bike hops off the curb and into the street (and vice versa) when convenient and a car has to swerve to avoid them. Asshole on the bike just rides away and the car driver has to pick up the full tab or file an insurance claim (assuming they have uninsured idiot coverage).

I did watch the video's all of them, including the mobile the agent had running. She created a dangerous situation, its unfortunate but he did what he had to do, and was right to do it.
Please explain why he fired after he was already out of any potential danger. Whether or not the vehicle hit him, he was clearly out of the way by the time he fired the first shot. How in your warped mind is that self defense?

Not in Texas - IIRC, there's a law against making previously-free Interstate highways into toll roads. Meanwhile, in Kansas, most of I-35 is tolled.
In Texas they simply add more lanes to the interstate and then make those new lanes segregated toll/HOV lanes. For an example, see the Katy Managed Lanes/Katy Tollway in Houston.
