The FCC mentioned in their waiver that by allowing Verizon to create whatever unlock policy they wanted that this would "benefit consumers." How does any of this benefit consumers?

There is no valid reason to SIM-lock a phone
Carriers can offer subsidised hardware without customers abusing it to get a cheap phone and use elsewhere. Those deals will get more expensive if you ban SIM locking.

Or it could just mean that people who had multiple computers have ditched their older ones as they're unsupported, instead of replacing them. I've got several, and only one (two if you count the work laptop) has been powered on at all this year.
