"Falling debris" is Russian newspeak for "drones that hit their targets and blew things up". Which they are not allowed to admit, so they blame the fire and smoke on falling debris.

Germany makes one of the best anti-drone weapons, the Skynex system, an autocannon. But the military is constitutionally restricted to defending the country against external threats, and Germany does not share any borders with Russia. The federal and regional police are officially responsible for controlling drones, but until now, are not legally allowed to shoot at them. Soon that will change, your glib comment to the contrary notwithstanding.
How exactly the police will exercise this new power is a great question. They certainly won't go off half-cocked and out of control, that is simply not typical of German police. They won't be blasting at them with Skynex autocannons, those are heavy military weapons not available to the police. Maybe shotguns or rifles. First they will try to bring them down with ECM, probably. They may experiment with laser systems, which really aren't ready for prime time but kind of getting there. But I think what we're about to see what is Germans tend to do better than just about anybody - get busy and invent some fantastic new machinery designed expressly for the job. Given the urgency, this could happen pretty fast.

This is why Boeing killed people: trying to sweeten the sales proposition by eliminating the expense of recertification for a new airframe. Instead, by flimflammery, they tried to pretend that the Max has precisely the same aerodynamic characteristics as earlier 737s without the big high-bypass engines duct taped onto an ancient airframe that simply can't fit them in any safe way. Costly mistake both in lives and dollars. High time to put that creaky old design out to pasture and redraw from a clean sheet. Maybe have a computer more powerful than a hand calculator in it too.
