Hi. Rather than delete the whole file page, could you just delete the 2 offending images? Then you or I could upload the image from the White House page:

That image is in the public domain since it is on a US government page. It is from the RealMedia video linked on that page. But the video is no longer available there, nor in the Internet Archive. I checked.

The file is in many Wikipedia articles in many languages. Undelete the file page to see what I mean. I happen to have it still open because I was about to reply on the deletion page.

The image file page references the White House page. So nothing would need to be changed except to add the new image, and then delete the 2 versions of the copyrighted images.

It looks like User:CommonsDelinker has deleted the image and caption from all the pages. Can it revert its changes? If not, I can revert the English language articles. I still have the list of 17 English articles. Yann deleted a redirect:

I can redo that redirect.

HiTimeshifter, it is as far as I know not possible for ordinary admins like myself to delete the uploaded image only without deletion of the file page. This would not be justified in any way, because all remaining source information etc. would be wrong. You may upload a similar public domain image with the same name, and then revert the Commons Delinker edits on all Wikipedia articles, Wikidata, etc. This has to be done for each separately. There is no method to revert CommonsDelinker using a bot, this has been asked - but not made possible - on meta in case of mistakes (but this was not a mistake).

As you requested to undelete image/file page - by doing this, the links on all Wikipedia articles will not be visible again, and will not be automatically restored, regrettably, this is the way it currently works with the CommonsDelinker. Indeed Yann (thank you) deleted the redirect File:Powell-anthrax-vial.jpg. Consequently CommonsDelinker also removed these links from all Wikipedia pages. I am an admin/bureaucrat on Shoutwiki and Fandom. And I have the ability to restore images. Also to delete individual uploads, or all of them. Maybe you can ask someone with more admin rights to do so.

The source info on the file description page is correct for the White House page image. Apparently the initial uploader was sneaky, and used the White House page as the source for the image.

So a higher admin can revert the file deletion, and then immediately upload the correct image. Then delete the previous copyrighted image.

Then I can go and revert all the image removals I want to do. I will only do the English-language pages since I don't want to mess up other-language pages.

The White House image was already on the Commons. So I moved it to the name of the deleted file. I have fixed all the English-language Delinker removals. See:
