I agree, the so-called "sceptre" is in fact Michael the Brave's mace, and the depicted sword is Stephen the Great's. The 1st Article of the Law 102/21.09.1992 (The Coat of Arms and the Seal of Romania Law) clearly states:『[...]Scutul mare, pe albastru, are o acvilă de aur cu capul spre dreapta, cu ciocul şi ghearele roşii, cu aripile deschise, ţinînd în cioc o cruce ortodoxă de aur, în gheara dreaptă o sabie, iar în gheara stîngă un buzdugan.[...]』("The big shield, against a blue background, shows a right-headed golden eagle, with red beak and claws, open wings, holding in its beak an Orthodox golden cross, in its right claw a sword and its left claw a mace.")
