Ever since the creation of UNMIK, citizens of Kosovo had been entitled to free movement throughout the world as they were issued with temporary travel documents by the international administrators. Only non-Albanians (plus some Albanians not in support of Kosovan independence) continued to use documentation pertaining to Belgrade rule and this until 2006 was still part of a Yugoslav union.
