"In order to provide continuing education to sustain the economic momentum of the region, the government has established public learning institutions in the city, namely, Mariano Marcos State University, which was recently merged with the Ilocos Norte College of Arts and Trade (INCAT)."

There is a discussion regarding the removal of the word "city" from the article titles of Philippine cities. This may imminently affect the article name for Laoag. For city names which are not unique, disambiguation alternatives are also being presented. Formal request for page move may follow after a reasonable time of discussion.
