Why did this usage ever catch on?

The correct name of the program, as articulated in the National Sea Grant College and Program Act of 1966 is the National Sea Grant College Program. As such, I am attempting to merge the two pages that have heretofore been in conflict, as they describe the same thing: this page and National Sea Grant Program, now a redirect page to this page.
The content from the National Sea Grant Program page is now on the discussion page, in case anybody gets annoyed with me or feels that this is an act of vandalism. I am a Sea Grant Extension agent and was a little confused as to why there were two pages on the same topic. I am trying to reconcile this by the merging of the content of these pages.
