Big questions in 2005

To those who know and care:

The biggest questions I am left with on coming across this are "What body/organisation arranged this protocol"; "Who are the states who ratified this"; and "What enforcement measures were proposed as a result of this protocol (or is it just a waffle group)".

Answer: This was adopted at the United Nations Palermo Convention in 2000.

RE: "especially"

Somehow the use of this word seems inappropriate since "especially" is based on "special" which generally is perceived as good. Maybe a change can be made to "particularly".GinAndChronically (talk) 02:39, 2 July 2014 (UTC)Reply

You might find the justification in the "Travaux Préparatoires of the negotiations for the elaboration of the United Nations Convention against Organized Crime and the Protocols thereto". This Travaux is basically the old-school-talk-page of content and wording in the convention and its three protocols. The lowercase "especially" really sticks out as strange here and seems contrary to MOS:CT. The cited UN page has "Especially" with an initial capital letter.
