On blocking: Indefinite blocks and global locks should not be used except for vandalism-only accounts, illegal activity, or deceased/retired users. Otherwise, blocks should go up to a maximum of one year.
On civility: Civility is very important; those who violate it are damaging Wikipedia.
On neutrality: Opinions should not be stated as facts. Just because 90% of academics in a certain field share an opinion, does not make it a fact.
On notability: The purpose of notability is to be able to write a fair and complete article about the subject. Subjects which do not meet notability standards usually lack sufficient sources written from a neutral point of view.
