Non-administrators can report a malfunctioning bot to Wikipedia:Administrators' noticeboard/Incidents.
Wherebot aims to detect newly created articles that are copyvios.
It is currently editing Wikipedia:Suspected copyright violations.
A (probably old) version of the code is available here under the GPL. If you want the latest version, feel free to ask me.
