There'll still be a majority party and an opposition (minority) party even when there are independents. Also, "would embarrass the leadership" is not really controversial. Sure, you can dream up situations that it's not true, but if the leadership approved of the bill, why not just let it proceed to a vote? Replaced with more neutral wording which leaves open the implications the original wording identified as primary motivators. As well, there may be more than one "minority" party in the House - indeed from the 102nd and 109th Congresses there was at least one independent in the House and the "minority minority" parties so "a" rather than "the" is best. ~~~~ undo Tag: Reverted
