The chief was in charge of the factory, from 1609 to Hirado, from 1640 to Deshima. From that year the chief had to be replaced every year. There was an annual hofreis taken to Edo and presented gifts to the Shogun, the actual ruler, but not the emperor, who was only religious head. Below the chiefs of Hirado and Dejima, at the time of the Dutch East India Company.
