The Federal Aviation Commission was set up in 1935 by order of the Air Mail Act of 1934 to make a survey of aeronautical conditions in the United States.[1][2] The commission recommended an increase of the army, navy, and air forces to a total of 4,000 planes.[3]

An increase of the army and navy air forces to a total of 4,000 planes is recommended in a report by the Federal Aviation Commission which President Roosevelt expects to send to Congress next week. The army and navy have about 2,500 planes, but it was estimated that the proposed program would virtually double their effective forces.
