LSP vs. Operator

What is the right way to document this?

For example, let's look at a launch of Aerobee RTV-A-1 from Holloman AFB. It's a US Air Force base, I believe operated by the ARDC (Air Research and Development Command) at the time, but I don't know if they control the whole base or just have a presence there. It's a major command of the air force. Who is the LSP? The "US Air Force" or "ARDC"? Who is the Operator? If a university is involved in the payload research, are they the sole operator?

A similar question could be asked about the launches done by the US Army / US Army Signal Corps.

Good question. Using 2009 in spaceflight as my guide, it seems whomever provides the rockets is the LSP. The operator is the agency on whose behalf the rocket is launched. So Mitsubishi provides the rockets for JAXA. ARDC might have run the base, but the Air Force contracted the rocket so they'd be the LSP, I think. The Operator would be the builders of the payload/the engineers getting test data. --Neopeius (talk)
