Texas Governor Portrait of GWB[edit]

I want to upload an image but I can't find the copyright info. The image should be here because it's the official image, and the current pictures of Bush and Cheney technically did not exist until after the election. Does an official image for Texas Governor qualify as "work of the federal government"?
