I seem to remember a 555 IC used to do a V to F conversion that could very well be compatible with this system.
The reference point was modulated by the input signal and one of the trigger points would change though perhaps it would have left the duty cycle mostly constant. Perhaps with a small or near unit duty cycle it would approximate the ASDTIC format. Certainly many SMPS chips could be configured to perform this operation.
