Section was deleted because the original episode scenario is plausible on this point - in 1983, the year of the character's birth, the one-child policy was in the early stages of implementation in China. Depending on the whims of local officials who had to meet various population-limiting quotas (e.g. <1% growth for a village), the policy had not yet evolved into the more lax de-facto two-child policy that is seen in rural areas today.

Since all my intents to make it clear got reverted, I'll cite my source, politedissent.com, which is much more competent than me speaking of medicine :
