I have to ask why someone would think this article (though not very well expanded) is not notable. If we include geographic information in WP, this fits under that category. While it could possibly be viewed as a corporation, it is in fact a regional, semi-government, oversight organization in Missouri. We have nine... maybe ten of them to coordinate efforts of cities and counties in a region. MARC also happens to extend into a few Kansas counties simply by the nature of the metro that it serves.
I don't have time to look up sources at the moment, but they collect and analyze area statistics, operate a transportation system, and several other services.
