Merge References/Footnotes?

The References/Footnotes organization seems a bit unorthodox, at least from my experience with Wikipedia articles. Can the two references in the current "Reference" section be linked to specific sentences in the article so that they can be merged into the current "Footnotes" section (and then we can just rename that as References as is typically done).
