@YKSBS: It's good to see your enthusiasm in extending this article. However, the licence of the Mohamed Nagi AL-ASSAM 23-page report is CC BY-NC-SA, i.e. Creative Commons NonCommercial license with the extra condition of SA = Share Alike. The Wikipedia licence is fully compatible with commercial use (just as free software is fully compatible with commercial use), but CC BY-NC-SA forbids commercial use. In the case where the licence is compatible with Wikipedia (not this case), it's a good idea to warn the reader, at least in edit summaries or on the talk page, so that there's no worry about copyright violation.

The report itself looks like a useful source, but carefully, taking into account that it's a primary source. As stated on the second page, Mohamed Nagi Alassam became a member of and a spokesperson for the SPA executive committee in mid-2018. Among the warnings at WP:PRIMARY are Do not base an entire article on primary sources, and be cautious about basing large passages on them. The other points should be taken into account too.

Regarding the URL, there's certainly no point going through an Amazon AWS copy. This URL at least is an archive of this storage.arab-reform.net URL, and storage.arab-reform.net is a subdomain of Arab Reform Initiative's main domain, so that would be more likely to qualify as a reliable source.

Once the copyright issue is cleared up, I would recommend brief summaries of key points from this source. Even if Mohamed Nagi Alassam states that he accepts to license the material under CC BY-SA, his report will still be a primary source - it's not by someone independent who studied the SPA.
