I never heard of Tobacco-free and Tobacco Pharmacies. It seems something very North American. (Looking at the article especially American) In the broadest I can see it's an anglo-sphere thing. I think it should be added that: "The concept is not commonly known in many countries" especially in some where Tobacco is never sold in Pharmacies.
